WRC-23 gives GEO fleet operators near-term victory over non-GEO satellites’ power limits, but game isn’t over

LA PLATA, Maryland — International regulators appear to have given a partial victory to each of the opposing satellite operator camps arguing about changes to limits on how much power non-GEO orbit satellites can emit as a protection of signals from GEO-orbit satellites.

International Telecommunication Union (ITU) delegates meeting Dec. 12 at the World Radiocommunication Conference (WRC-23) in Dubai declined to permit these rules on equivalent power-flux density (EPFD) limits to be subject to review for possible revision at the next conference, in 2027.
