PARIS — Viasat said it has a “very good understanding” of how its Ka-Sat satellite went off line for thousands of users in Europe from a cyber attack coinciding with the Feb. 24 Russian invasion of Ukraine and suggested that the network was a victim of a transition between the satellite’s owners.
