PARIS — U.S. Air Force Gen. John Hyten wants to know how it is that Boeing or Lockheed Martin or Space Systems Loral can build a sophisticated, one-off telecommunications satellite in 36 months but the Pentagon cannot procure a recurrent model of an in-orbit satellite in less than 12 years.
Hyten, who is commander of U.S. Strategic Command, and U.S. Air Force Secretary Heather Wilson on Dec. 2 discussed what they agreed was the impossibly cumbersome Pentagon procurement process.
