PARIS — France’s electronic communications regulator authorized SpaceX’s Starlink to commercialize its satellite broadband service on French territory, extending Starlink’s foothold in Europe and setting up what should be a battle with satellite fleet operator Eutelsat and Viasat, to the delight of consumers.
