PARIS — Small-satellite launch service provider Astra Space Inc., which has never placed a payload into orbit, is merging with a Craig McCaw-owned acquisition company and planning a subsequent IPO with a $2.1-billion enterprise value on the promise of ramping operations to 55 launches in 2023 and 300 in 2025.
