PARIS — SES Chief Executive Steve Collar said his company will be able to clear its share of C-band spectrum over the United States by the U.S. Federal Communications Commission's December 2023 deadline and be eligible to receive the full $3.99 billion in incentive payments even if Intelsat is not involved.
