MUNICH — Portuguese Science Minister Manuel Heitor, co-chair of the European Space Agency (ESA) ministerial conference Nov. 27-28 that will set new program and budget priorities, wants to use the conference to improve coordination between ESA and the European Commission.
It’s a vast subject. ESA and the commission have overlapping responsibilities and ambitions that have led to frictions in their relationship. In addition, several individual European nations have priorities that conflict with what ESA or the commission wants to do.
