WASHINGTON — The ongoing battle between GEO and non-GEO orbit (NGSO) satellite operators over NGSO power limits has generated opposition to all new satellite technology in the developing world, according to the spectrum-strategy manager at the National Telecommunications and Information Administration (NTIA).
