LA PLATA, Maryland — MDA Corp. in the coming months will be negotiating a delicate period during which it promises potential customers that it can produce 400 digital satellites per year at a yet-to-be-built production line whose anchor customer, Telesat, will not be able to commit funding until perhaps early 2024.
