PARIS — The International Telecommunication Union (ITU) has concluded that it has a legal mandate to address orbital debris and collision risk in low Earth orbit (NGSO), first with friendly guidelines and a helpful handbook, but with the option of stiffening its regulatory requirements as well.
The 193-nation ITU is known for moving slowly, but in recent years it has moved to reduce the abuse of its procedures by satellite operators in geostationary orbit, notably by reducing spectrum warehousing and refusing to accept obviously bogus force majeure excuses for missing service . . .
