PARIS — Russia’s decision to cease cooperation with Europe on launches of the Russia’s Soyuz rocket aggravates an already fraught situation in Europe’s launcher sector and puts probably unneeded pressure on teams preparing the inaugural flights of the heavy-lift Ariane 6 and the medium-lift Vega-C rockets.
