PARIS — Europe’s three largest commercial satellite fleet operators — SES, Eutelsat and Hispasat — said they are willing to co-invest with the European Commission in a global LEO satellite constellation for EU government and universal-broadband markets to complement these companies’ existing fleets.

The three companies up to now have never been keen on LEO broadband constellations as a business case.
