PARIS — Intelsat, which is weighing a Chapter 11 bankruptcy filing now that a huge C-band windfall is beyond reach, must commit, by May 29, to clearing its share of C-band spectrum or forfeit — for both itself and fellow satellite operators SES, Eutelsat, Telesat and Star One — up to $9.7 billion in C-band clearing incentives proposed by the U.S. Federal Communications Commission (FCC).
