PARIS — FCC Commissioner Michael O’Rielly strongly implied the commission had all but decided to approve an auction of C-band spectrum managed by the C-Band Alliance (CBA) of satellite operators that now have rights to it.
O’Rielly specifically rejected arguments made by CBA opponents urging the FCC to take control of the auction itself rather than let it be managed by the private sector.
