MOUNTAIN VIEW, California — A space industry conference in Europe treats startup launch companies with utmost respect, especially now that multiple governments — even the UK — are investing in their domestic champions.

A conference in California is something else entirely. Here, Europe’s dozen-odd launcher startups are viewed as a waste of time and money, in addition to being — all of them — a year or more late in flying.
