BRUSSELS — The industrial consortium designing the multibillion-dollar Iris2 multi-orbit secure connectivity constellation is scheduled to submit its best-and-final offer to the European Commission and the European Space Agency (ESA) on Feb. 14, with the signature of a 12-year concession contract scheduled for the end of March, European government officials said.
If it makes these dates, the public-private partnership will have kept to a deadline the Commission set over a year ago, no mean feat given the complex relationship between the Commission as customer . . .
