PARIS — The European Space Agency (ESA) is asking its member governments to finance a third European Service Module for NASA’s Orion crew-transport vehicle and then to agree to a batch purchase of six more modules as part of a longer-term commitment with NASA's Gateway, ESA Director-General Jan Woerner said.
