PARIS — The European Space Agency (ESA) has opened a dialogue with its principal industrial contractors on modifying contract provisions to waive late-delivery penalties and reimburse costs associated with Covid-19 disruptions of the supply chain, according to government and industry officials.
No decision has been made, and the 22-nation ESA has not yet reached a formal agreement with the 27-nation European Union about whether the contract changes would be extended to EU programs managed by ESA.
