CUNCY-LES-VARZY, France — Neither rain, nor snow, nor dead of night — not even a global pandemic — can stop the increase in the number of small launch vehicles under development.
A regular survey performed since 2015 by Northrop Grumman Corp.’s Carlos Niederstrasser found 155 vehicles in some form of development, up from 101 three years ago.
