PARIS — A successful video-based satellite fleet operator, an exclusively broadband satellite operator and a satellite builder agreed on two things:

— The decline of linear satellite video is a long-term global phenomenon even if it’s happening first, and fastest, in North America.

LEO broadband systems will survive only with massive demand from government customers willing to pay far-above-market prices for low-latency data transfers.
