CARSAC DE GURSON, France — Fleet operator Intelsat still intends to add non-C-band payloads to some of the seven satellites it’s building as part of a U.S. government-managed repackaging of C-band spectrum over the United States despite the objections of rivals Eutelsat, EchoStar, Hughes Network Systems and Inmarsat.
