BANGKOK — Global satellite frequency and orbital-slot regulators set new deployment deadlines for non-geostationary-orbit satellite constellations in the hope of filtering out networks that would reserve spectrum but never be built.
The new regulation, decided at the World Radiocommunication Conference (WRC-19) of the International Telecommunication Union (ITU), requires that an operator place into orbit at least 10% of its proposed constellation within two years of the “bringing into use” (BIU) of the network
