LUXEMBOURG — The European Union is taking a much softer approach to building consensus on global conduct in space following the failure of its Rules of the Road proposal to win support of developing nations.

Four years after the EU effort failed to win international support despite years of effort, the EU this time around is favoring discussion and dialogue in a “bottom-up” approach as opposed to the top-down strategy that was rejected.
