LA PLATA, Maryland — Mobile satellite services provider Globalstar Chief Executive Paul Jacobs remains as skeptical about satellite direct-to-cell as ever, saying the only demonstrated business value is giving smartphone builders like Apple a marketing tool to get customers to upgrade their phones more frequently.

Two years after launch a satellite direct-to-handset service financed by Apple for iPhones, and several months after announcing a $1.7-billion Apple investment in Globalstar to build a new satellite constellation, Jacobs has not budged.
