Brazil, Saudi Arabia want ITU to reserve LEO capacity for developing nations; Brazil says X/Starlink conflict shows wider problem

LA PLATA, Maryland — Brazil and Saudi Arabia, concerned that satellite communications technology is drifting beyond government efforts to control it, will produce a joint study of the satellite carrying capacity of low Earth orbit to assess when to intervene to assure equitable access to it.

The study, performed under the auspices of the International Telecommunication Union (ITU), is a response to the massive and still growing constellation of SpaceX Starlink satellites and the imminent arrival of other constellations that together may constitute a de facto lockdown of these orbital . . .
