PARIS — The United Kingdom and the European Commission reached an agreement under which the UK will rejoin the Copernicus satellite-based environment-monitoring program and pay about 154 million euros ($165 million) per year in exchange for full access to Copernicus series and, for its industry, access to Copernicus contracts.
