LAMPOLDSHAUSEN, Germany — European governments have agreed that Europe needs a competitive launch sector in which startups have the right to bid for government missions, but getting there remains difficult.
The French and Italian governments worry that an over- diversification of launch providers will undermine the Vega medium-lift and future Ariane 6 heavy-lift rockets, which Europe considers strategic assets on behalf of autonomy in access to space.
